## How to read this corpus

The corpus applies one lens to many domains: what mechanisms produce the outcome? It shares four methodological commitments and one explicit directional commitment. Each linked page argues for its part; the links are derivations and disputes, not evidence inherited by every page. The directional commitment does not by itself settle system boundary, distribution, sacrifice, or institutional authority.

1. **Mechanisms are what act.** Incentive gradients, selection pressures, feedback loops, and capital stocks produce the distribution of outcomes. Intentions, labels, official categories, and stated values are evidence about mechanisms, or are themselves coordination mechanisms. 2. **The reference telos is sustained flourishing.** The broadest achievable adaptive safety margin over deep time — not the continuity of any incumbent state, coalition, institution, or doctrine. 3. **Law, rights, legitimacy, democracy, markets, and sovereignty are mechanisms under evaluation.** They are constraints, carriers, or proxies inside the analysis. None is a terminal value or a boundary of what is real. Treating one as terminal ends the mechanism search before it starts. 4. **Optimization is a system function.** A civilization has to build, exercise, and revise metamechanisms that search mechanism-space, discard dominated options, install, observe effects, and repair under uncertainty. # Telic Corruption

*When an institution keeps the authority of one purpose and serves another*

## Thesis {#thesis}

An institution can follow every integrity rule and still spend the power it was given for one purpose on another. The old purpose keeps the title; another objective decides what survives; contrary evidence cannot change the ranking. Telic corruption names that state. The diagnosis needs a named purpose, a reachable better path, and correction that fails to move what wins.

## I. Clean hands, corrupted direction {#i-clean-hands-corrupted-direction}

An institution can be clean by every familiar test. No official takes a bribe. The procurement is advertised. The forms are complete. The budget is approved. The audit finds that the prescribed procedure was followed.

The institution can nevertheless use powers granted for one purpose to protect another.

A welfare agency may receive coercive powers to administer lawful entitlements, then rank recoveries and case closure above accurate administration. A hospital system may exist to support safe care, then rank procurement defensibility and installed-base continuity above the care the records were meant to serve. A research field may receive status because it produces reliable knowledge, then rank publication, citation, and coalition compatibility above that knowledge. An anti-corruption office may exist to restore integrity, then rank easy cases, throughput, and its own survival above consequential correction.

None of those secondary objectives is automatically illegitimate. A welfare agency must control improper payments. A health system must manage transition risk. Researchers need publications. Oversight bodies need stable operations. The question is what happens when the instrument conflicts with the purpose that justified the powers in the first place.

If the reference purpose wins after the full set of authorized constraints is counted, the instrument remains an instrument. If the local objective wins by dropping the reference loss from the ledger, it has become the governing end.

The familiar inquiry asks whether someone abused office, broke a rule, or improperly benefited. Those questions remain. Their answers do not determine whether the institution’s purpose remained intact.

The corruption can be deliberate, and it can emerge from lawful procedures, sincere officials, sensible safeguards, and individually defensible decisions. “Corrupt” here names the relation between the purpose that grants power and the objective the machinery actually protects, without by itself accusing every participant of misconduct.

**Telic corruption names that condition.**

## II. Corruption and telic corruption {#ii-corruption-and-telic-corruption}

Telic corruption is a state of an arrangement: ranking rules and correction channels that repeatedly preserve a substitute objective. Purpose-based accounts of institutional corruption already exist; the remaining object is that state, not a new moral category.

The most familiar public definition centres on abuse of entrusted power for private gain. It catches bribery, embezzlement, nepotism, undisclosed conflicts, and many forms of capture. It is indispensable, and narrower than the problem here.

Dennis Thompson distinguishes individual corruption from routines and dependencies that can be useful to an institution while systematically undermining its primary purposes. The officials involved may be respectable people doing their jobs.<sup>[1](#source-thompson)</sup> Causal theories surveyed by the *Stanford Encyclopedia of Philosophy* likewise treat the subversion of institutional processes or purposes as a defining corruption effect.<sup>[2](#source-sep)</sup> Marie Newhouse warns that extending the term to every case of mistake, inefficiency, or incompetence destroys the distinction it was meant to supply.<sup>[3](#source-newhouse)</sup>

The term *telic corruption* is useful only if it makes that object sharper. Four cuts do the work:

- **Unit of diagnosis.** A corrupt act is an event. A corrupting influence is a cause. Telic corruption is a state of an arrangement.
- **Nesting.** An institution is a component of a larger directed system. Its own survival cannot settle whether it functions well for the host that grants its place and power. Armin Schulz’s nonnormative teleological account identifies an institution’s function with features that increase its expected reproduction or survival in its current environment.<sup>[4](#source-schulz)</sup> That may explain persistence without supplying the host-relative reference used here. An institution can reproduce exceptionally well because it has learned to consume the host while defeating the purpose that justified its place inside it.
- **Correction.** Institutions make mistakes, face uncertainty, and trade among legitimate ends. Telic corruption requires more than divergence. The system must protect the divergence against evidence that should reopen it.
- **Borrowed authority.** A harmful private preference is not corruption merely because it harms a larger good. The arrangement must be using authority, resources, standing, or legitimacy supplied for another purpose. It keeps the title to one end while spending the power on another.

Some theories reserve institutional corruption for avoidable damage attributable to culpable role occupants, and call similar blameless deterioration *institutional corrosion*.<sup>[5](#source-miller)</sup> Telic corruption keeps the state diagnosis separate from the allocation of guilt. Reachability and correction keep accident and unavoidable decay outside the category. Whether any person foresaw, concealed, or could have prevented the state is a further question.

Ordinary corruption and telic corruption overlap without being identical. An individually corrupt act can be caught by a telically intact institution. A telically corrupt institution can be carried by people who never accept a bribe. The first diagnosis concerns an act and its abuse of entrusted power. The second concerns the objective that governs an arrangement.

## III. The five gates {#iii-the-five-gates}

*Telic* means relative to an end. The end cannot remain implicit.

At a local boundary, the reference may be a constitutive public function: adjudicating claims under law, producing patient care, transmitting and discovering knowledge, or operating human spaceflight under declared safety constraints. At a civilizational boundary, the reference is stronger and must be defended: which capacities, lives, freedoms, stocks, and future options the civilization should preserve.

Disagreement about the reference does not dissolve the category. It identifies where the disagreement belongs. A critic who leaves the evaluator, boundary, and purpose unnamed has attached a moral adjective to an outcome they dislike.

A reference can contain several ends, constraints, and authorities. Integrity here does not require a single scalar objective. It requires that the real trade-offs remain attached to the purposes and constraints that authorize the system, rather than being silently settled by whichever local objective controls implementation.

A system-level diagnosis should pass five gates.

| **2. Borrowing** | Power, resources, standing, or legitimacy conditional on serving the reference. | No entrusted or host-relative relation exists. |
| **3. Substitution** | Stable ranking rules reward or protect another objective. | The deviation is isolated and ordinarily rejected. |
| **4. Reachability** | A materially better action, search, or correction path was available then. | The alternative is impossible, hindsight-only, or merely nominal. |
| **5. Correction** | Evidence is blocked or absorbed without changing the ranking rule. | Evidence reopens and changes the arrangement. |

The fourth gate matters because tragedy is not corruption. A hospital unable to save a patient because no effective treatment exists has failed differently from one that could have supplied an available medicine but selected billing convenience against it. The reachable alternative can also be a better inquiry or correction process; a complete solution need not already exist. What matters is whether the system excluded an available way to serve its reference better.

The fifth gate is the strongest separator. A healthy system can be wrong. It detects the error, reopens the premise, and changes what the next decision rewards. A telically corrupt system converts the error into a report, a waiver, a narrower metric, a procedural improvement, or a reason the alternative was inadmissible. The visible response occurs while the operative ranking survives.

The diagnosis is defeated when any missing gate changes the object. What remains may be wrongdoing, incompetence, misalignment, an ownerless failure, or a legitimate conflict. The stricter threshold preserves the force of the word *corruption*.

## IV. Nearby failures {#iv-nearby-failures}

Goodhart, capture, goal displacement, and a telos gap can each produce a bad result without being this diagnosis.

| **Incompetence or error** | The system can fail while still trying, learning, and changing its ranking rule. |
| **Telos gap** | An ownerless failure can persist without any substitute objective being protected. |
| **Open purpose revision** | The ranking is openly revised, so the old purpose no longer lends hidden legitimacy. |
| **Faithful service of a bad purpose** | A bad purpose openly served is not this diagnosis unless it borrows from a higher host reference. |

A university can count publications badly without being corrupt. The metric may be crude, the staff may game it, and the results may still be corrected when they become visible. The system crosses into telic corruption when publication count or ranking prestige becomes protected against the university’s knowledge function, while the university continues to claim the authority and resources of that function. Robert Merton described how bureaucratic discipline can transform instrumental rules into values in themselves; that is one route into substitution, not the complete diagnosis.<sup>[6](#source-merton)</sup>

A bad joint outcome may have no owner at all. In that case nothing has to defend the failure. It persists because no complete return path exists. That is a [telos gap](telos-gap.md). Telic corruption adds a positive ranking rule: something local is rewarded, protected, or reproduced strongly enough to keep the host objective from regaining control.

The categories can compose. An ownerless civilizational loss leaves resources, discretion, and attention available to whichever actor can organize around them. Its local objective hardens. Correction then becomes inadmissible because no authorized actor can challenge the premise on which the institution now depends. A telos gap can become a [reward substrate](reward-substrate.md) for telic corruption.

## V. Why nobody has to be corrupt {#v-why-nobody-has-to-be-corrupt}

Local objectives make specialization possible. Telic corruption is what happens when they stop composing into the purpose that warranted the power.

The procurement lawyer should understand procurement law. The surgeon should treat the patient in front of them. The accountant should keep the accounts. The company can pursue profit. The design problem is to constrain and connect those objectives so that successful local action composes into a successful host.

A procurement lawyer minimizes challenge risk. A programme manager protects schedule and budget. An auditor checks whether the prescribed process ran. A supplier satisfies the contract. A politician avoids a visible failure within the term. Each person may be competent, sincere, and publicly minded. Each may also be replaced by someone more effective at the local objective.

The ranking happens through roles. People who keep the schedule, defend the budget, preserve the jurisdiction, and produce auditable records survive inside the arrangement. People who repeatedly reopen the governing premise create delay, conflict, and risk for the units that evaluate them. The system can select the cognition compatible with the role without selecting liars.

An official can understand the wider loss and still lack standing to act on it. A researcher can adopt the better frame and receive no career return for carrying it into implementation. A manager can privately prefer the better outcome while being evaluated on the schedule that defeats it. Concern without a route, authority, or protected standing is sentiment exposed to stronger local gradients.

Telic corruption does not require that public concern disappear. The host preference can be common as a private judgment and still fail as a force. People who would choose the better reachable state in a clean comparison are then a statistical population, not a constituency.

Noticing the case, diagnosing the ranking rule, knowing a better path was reachable, coordinating, bearing the cost of a public challenge, and reaching a channel that can change what wins are conjunctive. Each displaced local objective has an actor, a budget, a mandate, and a decision process. The host preference usually has none of those.

Ordinary corruption is easy to narrate: an agent, a prohibited act, a private benefit, a victim. Telic corruption can instead be distributed lawful conduct whose violation exists at a scope for which nobody carries corresponding responsibility. Every local move looks tolerable while the aggregate trajectory is not.

A sound civilization does not require rare people to sacrifice their careers continually to keep the host objective present. It makes the host objective locally actionable.

The absence of a corrupt actor changes the repair target. Removing one villain will not repair a ranking rule reproduced by every replacement. Redesigning the ranking rule also leaves in place the person who took a bribe, concealed evidence, or abused power. Act-level responsibility and system-level corruption must both remain visible.

The word *corruption* matters here because *complexity* and *misalignment* can describe the same state without naming the entrusted relation. Telic corruption says that the system is spending capacity granted for one purpose in a way that protects another.

## VI. The Shuttle safety system {#vi-the-shuttle-safety-system}

The Shuttle accident investigations separate the physical failures from the decision machinery that selected them.

Before the 1986 *Challenger* accident, the solid-rocket-booster joint had shown O-ring erosion and blow-by. The Rogers Commission found that NASA and its contractor failed to respond adequately to internal warnings, repeatedly treated launch constraints as waivable, and came to accept escalating risk because previous flights had survived. It found a launch decision based on incomplete and sometimes misleading information, conflict between engineering data and management judgment, and a structure that allowed flight-safety problems to bypass key managers.<sup>[7](#source-challenger)</sup>

Apply the five gates at the level of the Shuttle safety-decision architecture.

- **Reference.** Human spaceflight accepted risk, but it did not authorize management to treat critical safety requirements as ornamental. Flight readiness and launch constraints existed precisely to make some evidence binding.
- **Borrowing.** The program used public resources, institutional authority, and the trust of astronauts and the public under the claim that these safety constraints governed launch decisions.
- **Substitution.** Prior successful flights became a reason to accept an unresolved anomaly. Continuing the program and preserving an established readiness rationale acquired more operative force than resolving the safety condition.
- **Reachability.** This was not knowledge created only by the explosion. The Commission found that the O-ring history was sufficiently detailed to require corrective action before the next flight. Delay, redesign, and a different treatment of the launch constraint were available transitions.
- **Captured correction.** The pre-*Challenger* system converted a constraint into repeated waivers and allowed the anomaly to be lost inside its own reporting process.

The accident then produced major reform. Seventeen years later, the Columbia Accident Investigation Board nevertheless identified pressure to maintain the launch schedule, inadequate resources, and a safety program that fell short of the level required for Shuttle operations. It recommended an independent technical authority with no responsibility for schedule or program cost.<sup>[8](#source-columbia)</sup>

The two accidents had different physical causes. The continuity lies in the conflict architecture: the office responsible for delivering the program also exerted force over the conditions under which delivery had to stop. Safety remained part of the legitimating specification while schedule and program continuation could shape what counted as acceptable safety evidence.

The scoped claim is the documented Shuttle safety architecture over the relevant periods, rather than a verdict on NASA as a whole, every Shuttle decision, or risk-taking in human spaceflight. Clean procedure and sincere officials cannot settle the diagnosis.

## VII. Anti-corruption after the bribe {#vii-anti-corruption-after-the-bribe}

Conflict disclosures, open tenders, independent investigators, financial trails, sanctions, and criminal law remove important pathways into telic corruption. They leave untested whether the clean system still serves its purpose.

A **telic audit** begins with five lines:

1.  **Reference:** What purpose and constraints authorize this system?
2.  **Borrowing:** What power, resources, or legitimacy does it receive for serving them?
3.  **Ranking rule:** What behavior actually wins budget, status, survival, admissibility, or promotion?
4.  **Counterfactual:** Which materially better transition was reachable at the time?
5.  **Correction:** What changed after the system received credible evidence of divergence?

The audit should end in a named result, not an adjective. If the reference has no named evaluator, the dispute belongs at the purpose layer. If no actor owns the joint result, the problem is a telos gap. If a proxy drifted, change the ranking rule. If the correction path is captured, assign an independent route that can reopen the premise. If the purpose itself was legitimately revised, record the succession instead of continuing to invoke the old one.

A [Mechanism Authority](fourth-branch.md) could institutionalize part of this audit: a case, evidence, a named respondent, a result, memory, and reopening. It receives no exemption from its own test. It can become telically corrupt by optimizing docket volume, formal compliance, model prestige, budget, jurisdiction, or institutional survival while preserving the language of civilizational correction. Its analysis function, appointment, standing, and replacement conditions must remain correctable by arrangements it does not control.

That recursive requirement is the first anti-corruption requirement, not an objection added after the design.

Civilization works by harnessing local objectives inside a larger control structure. Corruption begins when the nesting fails, the component keeps drawing from the host, and the machinery that should restore the reference instead protects the displacement.

**A system is telically corrupt when it keeps the authority of one purpose while making another sovereign.**

**Public-integrity vocabulary.** Transparency International, [“What is corruption?”](https://www.transparency.org/en/what-is-corruption), defines corruption through abuse of entrusted power for private gain. These controls remain necessary. They do not test whether a system’s operative objective has displaced its entrusted function.

City of Helsinki, 3 September 2026, [assessment commissioned by Apotti owners](https://www.hel.fi/en/news/assessment-report-commissioned-by-apotti-owners-is-ready-assessors-recommend-more-efficient-use-and): assessors recommended continued joint development and more efficient use, and reported that no option dominated on every criterion. These facts pose the diagnostic question without answering it. They do not establish that ESKO satisfied the original Apotti scope, that a switch is now superior, or that any named actor or procurement was corrupt.
