The Open Loop
Each institution can correct its own part. No one carries the combined result back.
Corpus frame
The corpus applies one lens to many domains: what mechanisms produce the outcome? It shares four methodological commitments and one explicit directional commitment. Each linked page argues for its part; the links are derivations and disputes, not evidence inherited by every page. The directional commitment does not by itself settle system boundary, distribution, sacrifice, or institutional authority.
- Mechanisms are what act. Incentive gradients, selection pressures, feedback loops, and capital stocks produce the distribution of outcomes. Intentions, labels, official categories, and stated values are evidence about mechanisms, or are themselves coordination mechanisms. - The reference telos is sustained flourishing. The broadest achievable adaptive safety margin over deep time — not the continuity of any incumbent state, coalition, institution, or doctrine. A mechanism's own stated goal can still serve as a local proof obligation — showing that its incentives defeat even the purpose it claims is a bounded finding — but meeting that goal establishes nothing about the margin. — Flourishing Is Maximum Safety Margin
- Law, rights, legitimacy, democracy, markets, and sovereignty are mechanisms under evaluation. They are constraints, carriers, or proxies inside the analysis. None is a terminal value or a boundary of what is real. Treating one as terminal ends the mechanism search before it starts. - Optimization is a system function. A civilization has to build, exercise, and revise metamechanisms that search mechanism-space, discard dominated options, install, observe effects, and repair under uncertainty. Not running that loop leaves margin unrealized, and that is itself the failure. Each essay bears its own evidence. Links carry definitions, derivations, applications, and disputes; they do not transfer proof. Criticism is answered on its substance.
A ministry can revise a rule. A court can strike one down. A market can reprice an asset. An auditor can find the error. A modern society runs thousands of loops, each attached to one institution and one decision.
The open loop lies between them. When individually defensible decisions produce a bad joint result, nothing standing carries that result from observation through a decision that crosses institutional lines, into implementation, and back for review. The problem is not that nobody can see. Seeing does not create the path back.
The answer is not one ruler. It is a chain of separated responsibilities: a public and revisable purpose, independent analysis, a named decision, implementation, verification, reopening. Capital can finance the first working instance, because it already controls live decisions. It cannot own the findings, the purpose, or the power to compel.
I. Local correction, open return path
Take any decision that clears this quarter with every review complete: the lease, the permit, the credit, the audit. Each reviewer can correct their part. Nobody is placed to carry the combined result back to whoever could change it.
That is ordinary, not a scandal. The lease is sound. The permit is lawful. The credit is priced. The audit is clean. Together they can still produce a joint result that no one of those reviewers is hired to govern, and that none of them could change alone.
Each of those reviews is a loop: something happens, someone notices, someone acts, the next round is different. The open loop is not missing feedback. It is the missing return path from the joint result back into a decision that can cross the line between them.
When that path is missing, each competent organization is accurate when it says the problem is not its job. The failure sits in the gap. A campaign, a regulator, a lab, and a lender can each be right about their own statute and still leave the combined result with nowhere to go.
Loss that never becomes a case disappears. The next committee then plans as if the missed corrections had not existed. The books look cleaner than the joint result. Every part may have feedback while the path from their combined result back into correction remains open.
II. Where the path breaks
A closed path would look like this. An outcome is observed. A finding is made. The decisions that produced it are identified. Authority to change them is assembled. Someone implements. Later, someone checks whether the change did what was claimed.
The common break is not at seeing. Findings exist: reports, audits, evaluations, post-mortems. The break is the next step. No one is both responsible and empowered to carry the finding across the boundaries of the institutions that would have to move.
Diagnosis can get cheaper. Models write faster than committees answer. That does not create a duty to respond, an authority to change interacting rules, or a budget that survives the committee that installed them. The scarce step is the response, not the diagnosis. Creation can be cheap while the return path stays open.
III. Each institution holds one part
The seats that already exist each hold a fragment.

None of these is a villain. The failure persists because the parts are distributed without an arrangement that completes the handoffs.
IV. The correction architecture
A closed return path is a chain of separated seats, not one body that decides and implements.
A public purpose is stated in a form that can be challenged and revised. Someone independent of the sponsor models the mechanisms that are supposed to serve it and publishes a prediction. A named person or office must decide. A named person or office implements. Outcomes are observed and checked. When the prediction fails, a correction can be opened that the original installer does not control. Memory of that round is kept, so the next installer does not start from zero.
Those seats are not the same person. The host that finances the first complete instance is not the analyst, not the decision-maker, and not the implementer. If the sponsor and the analyst are the same, independence has already failed.
The purpose the chain answers to is the reference: a public, contestable, revisable statement of what the country is trying to keep possible. Democracy answers who decides. Rules answer by what rules. The combined system still needs a what-for that can be challenged without making the challenger sovereign. That layer has a name: Telocracy.
The deal runs on its own clock. The reference does not. It asks whether the country still has the capacity to choose, learn, and correct after the asset, the mandate, the government, and the founder are gone. When the horizon cannot be predicted, stop predicting it and keep the loop that corrects. That is Calculemus.
Until a public body exists, the independent work is an analyst the sponsor cannot shop, suppress, or dismiss. The Mechanism Analysis is the artifact written for laws; the same test applies to any consequential decision. The Fourth Branch is one proposed public form of that office, with a duty to answer. The Corrigible State is the complete path from case through reopening.
The spearhead is the founding host: a small pool of permanent capital that finances and demonstrates one complete instance before that public home exists. It is designed to lose control.
V. Why capital can start
The general public function currently has no buyer: no ministry is assigned the cross-boundary problem and can authorize the office that would close it.
Crisis tends to create a narrow body after the damage, around the last visible failure. That body learns the last accident.
Capital already controls decisions it may lawfully take — votes, contracts, assets, a right to build — without waiting for the state to create that office. That is why it can start here, not why it should remain in charge. The capital-side argument is Trillions Are Managed.
Capital is not the missing function. It is the first available host for a complete test because it can put money, terms, votes, or a right to build behind a decision before a new public office exists.
The first complete instance is not a fund. A fund needs a licence, a track record, and other people’s money. A test needs a live decision, an analysis the sponsor cannot suppress, and a date the prediction is checked.
VI. How the founder ceases to control it
Founder-like concentration is useful for starting. It is a bad permanent constitution: one judgment, one portfolio, one unreviewable idea of progress.
Independence is a set of transfers, not a sentence in a policy. The analyst publishes methods and time-stamps predictions before outcomes. The sponsor and its holdings stay in scope. The sponsor cannot shop, suppress, or dismiss the analyst after a bad finding. Payment leaves a single sponsor’s account: several payers, or an endowment the founder cannot revoke. Independent adopters can run the method without permission. The reference becomes publicly contestable and revisable. Coercive powers stay with lawful public bodies.
If any of those is missing, the architecture has recreated a rating agency with a civilizational brief: the party that wanted a favourable finding paid for it, and could shop for another.
Control retires as those functions transfer, not on a date. Judging the first phase as if it were already the second guarantees that nothing is ever started.
The future will be governed. The choice is whether that government is explicit and can be corrected, or implicit in whoever happens to hold the brake.
The first move is one test, not a fund. If that test survives scrutiny, larger pools can follow. Neither the host nor those pools should keep the findings, the purpose, or the power to compel.
The First Test
- Bring one decision that has not closed.
- Name who can change it.
- Identify the shared rule or infrastructure it depends on.
- Fund a fixed-scope analysis whose adverse result cannot be suppressed.
- The person who can change the decision records whether the finding changed it, was contested, or was overridden.
- Fix the date the prediction is checked.
That is enough to start. A capital principal who can do more then asks whether a repair-linked claim can move the mechanism.

A mechanism analysis of Finland’s 2025 welfare-region funding bill found that cuts triggered by surplus weaken the incentive to produce surplus: the financing rule punishes the outcome it asks for. That is one case, already run. The office is not founded. The First Test has been specified. It has not been run.
