Corpus frame

The corpus applies one lens to many domains: what mechanisms produce the outcome? It shares four methodological commitments and one explicit directional commitment. Each linked page argues for its part; the links are derivations and disputes, not evidence inherited by every page. The directional commitment does not by itself settle system boundary, distribution, sacrifice, or institutional authority.

  1. Mechanisms are what act. Incentive gradients, selection pressures, feedback loops, and capital stocks produce the distribution of outcomes. Hiring a temporary principal for unmatched cross-boundary cases.

The vacancy is not "owner of the problem." Ordinary offices already finish their local roles. What is missing is a person who can put a refuseable state on an input that currently dies between mandates: accept a next owner, with acknowledgement; issue a public non-route; or open a time-bounded cross-boundary process and then leave.

Term is one incident class or twelve months, whichever is shorter. Recurrence of the same class is not reappointment; it is a mandate-review trigger. The principal owns progression, not the object's truth.

If filling this vacancy is indistinguishable from naming an owner, the posting has failed its brief.

Compile the vacancy. Object: a disposition right. Owner: the hire. Authority: unnamed except "accept, refuse, or open a temporary process." Binding grade: decorative unless some ordinary body must treat a refusal as terminal.

A job title is a respectable artifact. If the posting cannot name who is bound by the principal's no, it is commentary that recruits.

The posting is not naming an owner of the problem. It is naming an owner of progression: accept with acknowledgement, public non-route, or a process that sunsets.

That is a different slot. A refuseable state can be useful without being a veto over the object's truth. The addressee of "do not just name an owner" is whoever was about to ship that repair; this vacancy is the filter applied to it.

Then the standing question is not who occupies the vacancy. It is who, after the hire, may close a case the principal wants to keep open.

If that closer is the hiring body, the principal is advisory. If nobody, the principal is a warehouse. Either way the posting has not specified a refusal right that binds anyone but the hire.

Named recipients already have to accept, accept in part, or refuse safety recommendations. Temporary cross-boundary command already assembles ownership for a declared incident and sunsets. A written petition already requires prompt grounds for a denial.

The posting is those functions with a person attached. Unless the remainder versus giving an existing closer a duty to emit accept/refuse on "nobody matched" is named, this is a hire for furniture that exists.

Those offices are class-bounded. A recommendation board has a statute naming who must answer. Incident command starts after an incident is declared. A petition sits inside a known agency.

The remainder is the slow input whose first question is which process, if any, should own it. Existing closers correctly say not-our-class. That is the seam the posting is hiring for.

Then the cheap remainder is empty unless someone is obligated to receive the principal's disposition. A recommendation board without a named recipient is a recommendation warehouse.

Hiring the principal does not create the obligated recipient. If the posting cannot name who must acknowledge a refusal, the remainder is still the missing statute, not the missing person.
