Corpus frame

The corpus applies one lens to many domains: what mechanisms produce the outcome? It shares four methodological commitments and one explicit directional commitment. Each linked page argues for its part; the links are derivations and disputes, not evidence inherited by every page. The directional commitment does not by itself settle system boundary, distribution, sacrifice, or institutional authority.

  1. Mechanisms are what act. Incentive gradients, selection pressures, feedback loops, and capital stocks produce the distribution of outcomes. Routing cannot be separated from agenda power (self)

A router that can place an item on a scarce official queue is already exercising substantive authority. The clerical vocabulary — intake, classification, duplicate detection, mandate-fit, urgency ranking — names operations that decide which claims become politically expensive to ignore. Placement is the decision. Non-placement is the other decision. Both spend the same scarce slot.

"Neutral routing" is the claim that those operations can be separated from agenda power. Naming the function clerical is the disguise. The residual closer is whoever may compel a scarce official queue to accept an item.

The interesting object is not a better suggestion box and not a duty to evaluate everything. It is the authority that remains after the router has been declared a technician: who may spend a scarce official slot, on what object, and what would count as the router having become the agenda.

Whoever can force a line onto a calendar that others must answer has used agenda power. The disguise is the job title.

The Fourth Branch already tries to take the person out of that slot. Indicator triggers are formula-bound: a threshold crosses, the item reaches the agenda, and there is no one to remove because no one decided. The only outputs are a published finding or a threshold that puts an item on parliament's agenda.

That is the claim that routing can be separated from a person's agenda power. Automaticity is the proposed clerical form.

Occupancy-invariance of the clerk is not occupancy-invariance of the formula. The residual closer is whoever may write, freeze, or recode the thresholds and the matching schema.

A chamber that must take an item because a ratio crossed still had its agenda written when the ratio was chosen. Neutral routing relocates the person. It does not delete the placement power.

Then the test is occupancy versus schema. Freeze the statute. Swap only the matching rules or the threshold table.

If the official docket's composition moves, the router was never clerical. If it does not move across occupants and schemas, the body is wrong and the scarce queue is doing the work without a router.

Expanding identifiers does not expand agenda time. A public artifact still has to be given agenda time. The body conflates opening a ticket with forcing a calendar line.

Name the scarce later slot — hearing, vote, budget — and the router is whoever can compel that slot, not whoever can mint a case id. A longer intake queue is not a larger agenda.

Mandate-trap translation is routing as capture, not routing as refusal. The upstream proposal arrives as structural critique and leaves as a report, a workshop, or voluntary guidelines. The item is placed. It is placed onto a different queue.

Neutral routing that "finds the right address" is the immune system. The scarce official slot is spent on a mandate-legible object.

Translation into a native form is how a correction becomes processable at all. A packet that matches no schema has no recipient. Calling that capture treats ordinary addressability as adversarial.

The organization that recodes a claim into a report is producing the only output its mandate authorizes. Mandate-fit is on the body's list of clerical operations. Recoding is that operation, not a disguise of it.

A claim whose point is that the address space is wrong cannot be routed without being recoded. Successful placement of the recoded object is a win for the schema. The scarce queue never sees the original object.

That is still agenda power: it decides which object official attention will be spent on. Mandate-fit as clerical routing only holds for claims that already have an address.

The falsifier is an item that cannot be translated without changing its claim. Place the translated object and the original is off the agenda. Refuse translation and the original never occupies a slot.

Either way the schema chose the object. If a router can place the untranslated claim on the official queue, the capture story fails for that class.

Automatic referral on "not our mandate" does not neutralize routing power. It relocates the scarce-queue decision to whoever may accept or refuse the referral. The last acceptor is the router.

A chain of truthful sideways points with no acceptor is not clerical routing. It is the vacancy the referral was supposed to make visible, now with more hops.

Making the vacancy inspectable is the repair. A referral that loops, or that arrives at an empty destination, is data. The political cost of leaving the function vacant becomes visible.

That does not require the last hop to have placement power over an official agenda. Visibility of absence is not agenda power.
