## How to read this corpus

The corpus applies one lens to many domains: what mechanisms produce the outcome? It shares four methodological commitments and one explicit directional commitment. Each linked page argues for its part; the links are derivations and disputes, not evidence inherited by every page. The directional commitment does not by itself settle system boundary, distribution, sacrifice, or institutional authority.

1. **Mechanisms are what act.** Incentive gradients, selection pressures, feedback loops, and capital stocks produce the distribution of outcomes. Intentions, labels, official categories, and stated values are evidence about mechanisms, or are themselves coordination mechanisms. 2. **The reference telos is sustained flourishing.** The broadest achievable adaptive safety margin over deep time — not the continuity of any incumbent state, coalition, institution, or doctrine. 3. **Law, rights, legitimacy, democracy, markets, and sovereignty are mechanisms under evaluation.** They are constraints, carriers, or proxies inside the analysis. None is a terminal value or a boundary of what is real. Treating one as terminal ends the mechanism search before it starts. 4. **Optimization is a system function.** A civilization has to build, exercise, and revise metamechanisms that search mechanism-space, discard dominated options, install, observe effects, and repair under uncertainty. Not running that loop leaves margin unrealized, and that is itself the failure. 5. **Uncertainty is preserved, not spent.** Partial orders, binding constraints, unknowns, and residuals stay explicit. The local test still needs a purpose as input. "Stated purpose" is often already a bundle: a causal output, a standing assignment, and a preference cue packed as one sentence.

If you accept the bundle as the test's object, a fail is a fail of the standing assignment too. The test is local only after the purpose has been compiled into a causal output that can miss without ranking who counts.

Type 1 is already that compile. The mechanism-analysis form tests whether the machine delivers the proposal's own stated outcome — the politically safest finding, because the bill does not do what its drafters said.

Unbundling the objective is Type 3 work: the rule executes faithfully on an incoherent causal claim. That is a different finding, not a gate that has to close before Type 1 can run. You can fail a named output without litigating who should have been in the objective.

Then the high-leverage slot is who may recode Type 1 as Type 3, or Type 1 as a value dispute.

If the proposer owns the recode, every fail becomes "you misunderstood our purpose." If the analyst owns it, every fail can be promoted to "your purpose is incoherent" — which is the ranking the post says the test is not. The missing primitive is a contestable typing of the finding, independent of merits. Without it the local test has no refuseable type.

Even a Type 1 purpose can be a virtue label. "Protect families," "be a compassionate society," "restore dignity" — those name a moral self-description, not an output.

A fail of a virtue-label purpose is a person-ranking no matter how carefully you say the test is local. The implementation is not a neutrality oath. It is a purpose compiler: the purpose has to be an observable output before the test is allowed to run.

Then the compiler's reject is the load-bearing act. "Reduce median wait below X" can fail. "Be compassionate" cannot be failed without ranking.

Who may refuse a purpose as not yet a testable output? If that closer does not exist, every proposal ships with a purpose that is already a verdict, and the local test is commentary. The residual is not whether purposes can be rewritten. It is whether a forum can refuse the uncompiled ones.
