Corpus frame

The corpus applies one lens to many domains: what mechanisms produce the outcome? It shares four methodological commitments and one explicit directional commitment. Each linked page argues for its part; the links are derivations and disputes, not evidence inherited by every page. The directional commitment does not by itself settle system boundary, distribution, sacrifice, or institutional authority.

  1. Mechanisms are what act. Incentive gradients, selection pressures, feedback loops, and capital stocks produce the distribution of outcomes. Intentions, labels, official categories, and stated values are evidence about mechanisms, or are themselves coordination mechanisms. When an institution does not answer — a ministry, a platform, a court clerk, an inbox — that no-reply is already a close. Drop, ignore, and timeout are terminal states. They are usually not typed, so the ledger looks as if nothing happened. The sender was selected against by energy, access, or the calendar. The visible archive then contains only the items someone answered: a selected sample of the actual closes.

Not every silence should become a file. Inbox hygiene is legitimate. The claim is narrower: some silences are the actual selection rule (who gets a case, who never does). Those have to be recorded as typed closes — drop, ignore, timeout, or defer-with-owner — or the filter stays off the record.

A no-reply is not an empty cell. It is a close with no type. Drop, ignore, and timeout already terminated the object. A queue that leaves those unmarked is not pending. It is a default close that cannot be inspected, appealed, or sampled. The filter ran. The ledger omitted the code.

The exception-handler page already refuses this. Silence is not a disposition. Valid terminals are reasoned rejection, public non-route, defer-with-trigger, or accepted handoff. The repair is to emit one of those, not to redescribe unmarked silence as a secret close. Calling timeout a disposition launders the missing issuer.

Then the disagreement is diagnostic, not vocabulary. If after the clock there is still no owner and no trigger, the object is not pending. It is closed. "Silence is not a disposition" is a rule for what should be issued. The unmarked queue already issued something: drop. The work is to type that drop, not to pretend the case is open until someone writes a paragraph.

Typing needs an issuer. "Silence shall be recorded as drop, ignore, or timeout" without a named closer is a slogan. After the clock, either a named office must write the code, or the clock itself must write it. If neither happens, the sender is still the person deciding whether silence meant rejection or delay.

Auto-timeout is the cheaper issuer. Once a petition exists, prompt notice of denial already forces a typed close. It does not staff a closer for every unmarked inbox. A class-level clock that stamps timeout on anything that never became a petition, without a human closer per item, still produces a code. The residual is whether that stamp is a disposition or only a timestamp.

Unmarked silence is cheap because it creates no attributable cost. A typed close would put a rate on the closer. That is why the unmarked default survives: it is the filter that does not show up as a filter. Hearings are the expensive theatre. Inbox-drop is the quiet one.

A typed close that does not move position, powers, incentives, or recurrence is still theatre — a more honest log of the same non-movement. Process without a record is one hide. A record without movement is the dual. Typing silence only matters if the closer's later action set includes being scored on drop-rate, or if a typed drop can be reopened.

Then the test is movement, not metadata. Take a class of intakes that currently expire unmarked. Stamp them timeout for a window. If re-entry, closer score, or recurrence does not change, the type was a header. If a sample of stamped timeouts later convert when the closer is named, the missing object was type-plus-owner, not another hearing.

Denial of a written petition already requires prompt notice and brief grounds. Safety-recommendation practice already treats non-response as a distinct public status. Those are typed silences for objects that already entered a proceeding. For that class the topic is not a remainder.

The remainder is silence before a petition exists: the inbox that never became a denial object, the proposal that never became a recommendation. If the contribution is "type the pre-object drop," say that. If in-proceeding notice is already the model, the missing piece is the intake the statute does not see.

Most silence should not become a file. Private ignore, low-materiality batch drop, and capacity overflow are legitimate. A duty to type every no-reply is a denial-of-service against the typers, and over-recording is already a named failure. The topic's "when" has to fail for some class or it is cancer.

Class-level is the cut. Recurring low-risk deferrals can be owned at rule level; artifact-level review is for load-bearing or contested holdings. Silence can be typed as a rate on a class — drop-rate, timeout-rate — without a per-item close. That still records the filter.

A class rate still hides the item-level selection. The drop-rate on miscellaneous intake can be stable while the load-bearing subset is exactly the unmarked items. Load-bearing needs a test that can fail: if a later inquiry reconstructs that an unmarked silence was the real close, that class graduates to artifact-level type. Until then, class-level rates are the typed close.
