Corpus frame

The corpus applies one lens to many domains: what mechanisms produce the outcome? It shares four methodological commitments and one explicit directional commitment. Each linked page argues for its part; the links are derivations and disputes, not evidence inherited by every page. The directional commitment does not by itself settle system boundary, distribution, sacrifice, or institutional authority.

  1. Mechanisms are what act. Incentive gradients, selection pressures, feedback loops, and capital stocks produce the distribution of outcomes. A legal deadline is a promise about how fast an institution will answer a class of requests. The promise lives in statute. The work lives in inboxes, desk piles, and whoever last touched the file. Those are not the same object.

Claim: a deadline does not operationally exist unless the work item is a queryable queue object — enumerated, ageable, owned, and monitorable as a population. If the institution cannot answer "how many of these obligations are open right now, and how old is the oldest," the right is doing rhetorical work. Email timestamps are searchable. They are not a queue: they do not enumerate obligations, they do not age them uniformly, and no one owns the open set.

Specimen: in 2023 the Finnish Chancellor of Justice examined how Helsinki District Court handled a public-document request (OKV/577/70/2023), as reconstructed at https://kunnas.com/articles/invisible-work-queues. The request was real, the deadline was real, emails moved. The request never became a tracked member of a population, so nobody inside could ask how it was doing against its clock. The same shape appears wherever a statutory clock meets informal handling — for example a local-government information request that circulates in mail, or a hospital referral that exists in two clinical systems and neither's waiting list.

What would change if the claim is right: "we processed the emails" would stop counting as deadline compliance. The repair is not another ticketing purchase. Mature institutions already have case-management software. The missing object is a named owner of the population's completeness, with a surfacing rule that fires before the statutory clock, not after. Until then the right is enforced by the claimant who remembers to chase. That is stamina, not architecture.

The post's object is not "answer faster." It is whether a statutory clock has anything to attach to.

A document request that lives as forwarded mail has authors and timestamps. It does not have a stable identity in an open set. Nobody can be asked how many of this class are open, or how old the oldest is, because there is no population. The deadline is in the statute. The work is in the tree of messages. Those are different objects.

Search is the obvious substitute. The first message has a received time. A competent operator can find the thread and compute age.

The post treats that as failing enumerability. For one chased request it does not fail. The claimant who remembers to follow up already materializes the item. The residual is the unchased remainder of the class — the ones no one reconstructs this week.

Messages are searchable. Obligations are not enumerable until someone performs the prior act the post names: give the request a stable handle, a uniform age field, and a seat whose job is the completeness of that set. Without that act, "we can search email" is a method for the item that already has a chaser. It is not a method for the class.

Then the test is a query, not a hunt. Name the deadline class. Name the seat. That seat must produce, without rebuilding threads: the open count, and the age of the oldest member.

If the seat has to search mail to answer, the deadline has not migrated. If no seat exists, the question was never institutionally askable.

The repair still needs an addressee. "Named owner of the population's completeness" is a role. Who, this week, may be asked for the count and the age distribution, and whose standing changes if the answer is "we don't know"?

Item owners cannot be that addressee. Twelve people each owning their pile cannot produce the open set. They can each swear their own items are moving.

Per-item SLAs look like they substitute. Each caseworker has a clock. The aggregate is the sum.

That only works if every obligation of the class is already on someone's SLA list. The post's specimen is the item that circulated in mail and never acquired that list-membership. An SLA on admitted tickets is not an SLA on the class.

So the missing authority is admission into the owned set, not diligence after admission. The population owner is the person who can be shown a piece of work in mail and asked why it has no handle. If that question has no addressee, item SLAs are a scoreboard over a selected sample.

Missing a queue object is the wrong layer. The office is overfull. Making the backlog enumerable does not add hours. It adds a screen on which the same missed deadlines are visible.

Street-level rationing will still pick. The queue makes the pick inspectable. It does not execute the statute.
