The thread installs Horizon as a public computer-as-evidence case. The unresolved question is which of three repairs actually changes outcomes: a default disclosure duty for known-error logs, PEAKs and remote-access records; reversing or narrowing the common-law presumption that computers work correctly (PACE s.69 repealed from 2000; MoJ call for evidence, 21 January 2025); or independent forensic access to the live system for the accused. Those are not substitutes. Volume 1 of the Williams inquiry (8 July 2025) covers human impact and redress; remaining volumes on causes are still unpublished. Hamilton already held that investigation and disclosure failures reversed the burden; the live legal docket is whether the presumption itself must also move.
