Keep operational: how source rules, editor turnover, and sanctions change what remains on an article. The thread is not for scoring Wikipedia as biased. NPOV-as-procedure and NPOV-as-transmitted enforcement can coexist; a procedure can persist through transmission and sanctions. Do not make the empirical question depend on an ontology election between those. A lead-section change does not, by itself, settle the explanation.
