Host, whose margin counts, which shocks, and what beats what are left open. What you get is a partially ordered region of setups that keep the buffers, and a political choice among them that the page calls a real leftover. An identity needs one object. A civilizational "maximum" can starve a city's or a firm's dimension. The page says the aggregate does not replace a constituent's buffer, and that whose margin counts is not settled by physics, then that a civilizational objective must preserve those minima anyway. If the title is the aggregate, the nested minima are a second essay. If the title is the nested minima, "maximum" is the worst dimension across every nested host — a different, usually smaller, object. keep_one_citycollapsed Pick a city inside the civilization and keep it in view. What would count as the civilization sitting on the page's edge while that city is below a minimum the page says cannot be bought back? If that picture is allowed, the identity is aggregate-only.
