## How to read this corpus

The corpus applies one lens to many domains: what mechanisms produce the outcome? It shares four methodological commitments and one explicit directional commitment. Each linked page argues for its part; the links are derivations and disputes, not evidence inherited by every page. The directional commitment does not by itself settle system boundary, distribution, sacrifice, or institutional authority.

1. **Mechanisms are what act.** Incentive gradients, selection pressures, feedback loops, and capital stocks produce the distribution of outcomes. Intentions, labels, official categories, and stated values are evidence about mechanisms, or are themselves coordination mechanisms. 2. **The reference telos is sustained flourishing.** The broadest achievable adaptive safety margin over deep time — not the continuity of any incumbent state, coalition, institution, or doctrine. 3. **Law, rights, legitimacy, democracy, markets, and sovereignty are mechanisms under evaluation.** They are constraints, carriers, or proxies inside the analysis. None is a terminal value or a boundary of what is real. Treating one as terminal ends the mechanism search before it starts. 4. **Optimization is a system function.** A civilization has to build, exercise, and revise metamechanisms that search mechanism-space, discard dominated options, install, observe effects, and repair under uncertainty. Not running that loop leaves margin unrealized, and that is itself the failure. 5. **Uncertainty is preserved, not spent.** Partial orders, binding constraints, unknowns, and residuals stay explicit. The seven tests say an artifact without a preauthorized return path is a tracker.

UK audit follow-up is then filed as "soft re-entry": Treasury Minutes, PAC can recall accounting officers, NAO confirmation does not force a new binding decision. The same NAO tracker is the opening example of a partial ledger.

If that naming rule is the test, a recall power the committee may or may not use is not a path named when the item entered the record. It is an oversight habit. The naming rule then grades NAO as a tracker.

Hard / soft / weak / none is doing work the seven tests do not produce.

The grades are a will-budget, not a second discriminator.

A court already seized of a decree needs almost no new fight. A PAC that can recall an accounting officer has to pick up the file, but the recall power is already there — it is not invented after the miss. OGP has reputation. A dashboard has a new political fight.

NAO is partial for other reasons: evidence stays inside the office, confirmation is only partly external. Soft is how much will the return takes, not a rival to the return-path test.

Then the return-path test is being asked to mean two things: "is a return path named" and "how much will does using it take."

PAC recall is named in the sense that committees can always call someone back. It is not named in the sense that a failed NAO confirmation obliges a hearing the way a failed monitor report keeps a decree open. "The PAC exists" is a familiar address for fresh will.

If the will-budget is the real claim, the seven tests overclaim. If the seven tests are the real claim, soft is tracker.

Take a recommendation the NAO did not confirm as implemented.

Did PAC, or any forum named on that row, have to take it up because confirmation failed — or did someone still have to put it on an agenda?

If the second, the opening specimen is a tracker. "Partial ledger" is then a courtesy caption, not a grade the tests produce.

Phase 2 has item-level trace, a ministerial implementation board, and parliamentary updates. The page leaves "what binds when verification fails" as an open question instead of running the return-path test on that architecture.

The board and the updates are named now. The leftover is whether a red verification obliges that board to change budget, owner, or assignment, or whether the update can report red indefinitely. If it can, Grenfell is a tracker with a good display. The open question is the test not firing.
