The hierarchy "mechanisms override reasoning, which overrides character" is labelled empirical but has no identification strategy that would distinguish mechanism-dominance of a distribution from personnel-dominance. Episode-scale illustrations cannot falsify it, because any counterexample can be filed as short horizon or unidentified mechanism.

Occupancy variance and founding variance are different objects. Partition long-run output variance at pre-registered charter changes versus successor cohorts under a fixed charter. If the mass is at the jumps, officeholder substitution is not the civilizational repair and the load-bearing personnel event is the redesign.

A metamechanism that notices drift needs a detector not gamed by the operating mechanism's proxies. Calibration against those same proxies makes capture automatic. Observability, succession, and replacement triggers named as properties do not specify an outcome channel the operating mechanism is not maximizing.

Once selecting, forming, promoting, and removing capable people is admitted as a mechanism-design program, moralism is a thin instance of that program rather than a competing ontology.
