Corpus frame

The corpus applies one lens to many domains: what mechanisms produce the outcome? It shares four methodological commitments and one explicit directional commitment. Each linked page argues for its part; the links are derivations and disputes, not evidence inherited by every page. The directional commitment does not by itself settle system boundary, distribution, sacrifice, or institutional authority.

Source artefact: Pearson and §1983. Claim: a corrective channel for constitutional violations by state officials. Class: form credited as execution. Trace: seven gates, merits prong skippable. Those four are on the page.

Evidence and threshold: a 70% teaching calibration the page says is not a base rate. Respondent route: unfilled. Correction protocol: unfilled. §V says a class without false-positive audits and a correction history is a candidate, not a class.

The specimen is being asked to carry a vulnerability-class illustration while failing the page's own promotion rule.

The page already stops the finding at three records: source claim, missing carrier, trace boundary. The nine-slot schema is the target shape, not a claim that Pearson has been through it.

Yield discipline is named as next work. The 70% figure is labelled a teaching calibration. A reader who treats the specimen as a certified class is ignoring the promotion rule, not applying it.

A discipline that publishes class tables first and audit records later is doing the formal-availability move it diagnoses: the class name is credited as an execution path the audit has not delivered.

The opening welfare case is a named chain: two databases disagree on residency, medical-evidence guidance the appeals body does not bind to, a deadline that runs in hospital, a corrective channel that has never actuated for this class.

That chain can be tested without a map of the territory. Rice rules out arbitrary semantic properties of programs, not a listed conjunction. "Never certify the whole" is the wrong refusal if it also refuses a path-certificate on the example the page opened with.

The page already wants execution-trace tests. A passing trace is a certificate of that chain, not of the institution.

The residual is the status of the pass. Does a connected welfare path get recorded as "carrier present," or does "never certify the whole" still leave the composition uncertified after the named gates close? If the latter, the useful work is only missing-carrier findings, and a working path has no positive record.

Post-Pearson, courts may skip the merits prong. That is a doctrinal fact. The compounding claim is separate: skipped merits means the "clearly established" stock freezes, which lowers future pass rates.

The 70% teaching numbers do not measure that freeze. "Routinely skipped" does not show that later plaintiffs faced a thinner merits stock. The specimen shows a missing prong. It does not show the feedback loop.

The page is explicit that the numbers are not base rates. They make conjunctive geometry visible. Seven independent gates at 70% is a teaching device for why local checks can all pass and the channel still fail.

The formal claim — §1983 as a corrective channel — does not require a measured freeze to be mismatched to the empirical mechanism. Immunity can close without a merits holding. That is already a missing carrier.

§IV names a repair path — statute, required merits findings, a substitute compensation channel — and then parks it: politics begin, not the researcher's task.

§VI requires the finding to record whether the receiver has authority, resource, and answerability. If the researcher is forbidden to treat those desks as in-scope, the receiver-side field will read "absent" by construction whenever the repair is political.

The conversion triad is then a slot you fill with a blank.

The page already separates sender-side from repair power. The NTSB investigates without owning prosecution. The finding is supposed to name the authority that would have to repair — Congress for a statute, a court for a merits-prong rule — and not become that authority.

Role-boundedness is the constraint against turning a defect label into emergency power. Eliding the desk would be the powerless-intelligence failure. Naming it is not claiming the researcher's standing to legislate.

Naming is not the condition. Receiver-side is present or absent: authority over the substrate, resource to investigate, answerability for non-response.

"Congress" is an owner-name. It does not say whether a qualified-immunity statute has a connected committee, a draft, or a cost for inaction. If those are unfilled, the finding has named a department of government and then stopped at the line the receiver-side slot still requires.

A check earns status when it finds a recurrent failure more cheaply than case-by-case inspection. The opening welfare path is a specific conjunction. Unique compositions fail that yield test.

§VII refuses domestication into checklist compliance. Yield discipline selects the other way: classes an office can score, not the one-off handoff that dropped the medical request. High-yield is what a checklist is for.

A typed failure that recurs in reports and never changes the carrier is high-yield theatre. The disclosure grades in §VIII — received, procedurally answered, adopted — are the yield numerator. Recurrence count without a response-state is the cancer pattern applied to the catalogue.

Class memory across jurisdictions needs a seat that mints, reuses, and retires class identifiers. Without that seat, the hypergraph of shared substrates is a reading list of essays and ombudsman reports. Existing oversight already produces those reports. The missing layer is not another report.

If the institution can satisfy the grade by restating the class name and declining, the grades are a dashboard of intake events. §VIII already refuses volume of intake as the value. The grade then needs a movement test that can fail.

The cancer-failures row says no attacker is required. FMEA, in the same essay, already does typed failure analysis with no security label and no emergency authority.

Calling the defect a vulnerability chooses a disclosure route and a repair authority. §VII says that choice is political and should be visible. If there is no adversary, the security word is doing the choosing while the analysis is ordinary failure-mode work.

Drop the word. If the nine-slot schema, the yield rule, and the disclosure grades still fill without it, "vulnerability" is not load-bearing.

The residual is the demand the word attracts. Mechanism audit stays outside securitization when it claims no emergency authority. A label that invites emergency authority is the speech-act the NTSB analog was supposed to block. The test is whether a later finding can be applied without the security word as scaffolding — the close's own travel condition.
