Money, institutions, social graphs, and platforms fail for different reasons: adverse selection, affiliation filters, preferential attachment, and engagement ranking. Treating those as one place lets a single missing primitive be the answer to four holes.

The shared leftover is a staked claim that a possible interaction is worth bounded attention from an evaluator class, with the staker eating the cost of a careless judgment. Identity, payment, and proximity stakes are not that claim.

Editors, hiring screeners, and expert networks already separate "worth bounded attention" from truth and from sender fame. The slot exists inside each router. The named novelty is then portability of that claim across domains, which is smaller than civilization having no router.

Recommendation letters and journal acceptances already move "worth a look" across domains, still leaning on letterhead. If the letter works only because of affiliation, portability without affiliation is still missing. If it works because a named person staked a judgment, the protocol is writing down a practice that already travels.

Portability and a fifth router are different products. If an existing "worth a look" can be reused by a third evaluator class without a new in-class vouch, the missing piece is a reuse format. If it cannot, each new room still needs a fresh vouch, which is a warm introduction with extra fields.

Early, illegible, cross-domain, socially distant, and low-status are five properties joined with "or." A high-status early idea gets routed; Faraday was low-status and easy for Davy to check. One new router cannot be shown to be the shared leftover until the load-bearing property is named.

The load-bearing property is homelessness: no department, title, or feed already knows what to do with the signal. The other four labels are faces of that fact. Then the four routers fail where there is no existing box, and a new attention-worthiness claim is another box.

If homelessness is the filter, the protocol is being asked to replace affiliation, not to sit beside it. A routing failure after a container already did its job — a fitting-journal paper that never reached the official, a keyword-passing candidate who never got a human look — is the row that would show a leftover besides homelessness.

Endpoints, passports, and router track records are day-two objects. Day one is an unaffiliated sender, a packet, and someone who has not agreed to be a router. The bootstrap still needs a first stake with no history and a first published policy from people whose current filter is silence.

The first recipients named are already triage labor: editors, domain maintainers, community reviewers, intake officers. Structured packets may beat cold email in queues that already take intake. That is not yet a path to someone who has no intake queue on purpose.

After intake, the scarce evaluator still has not posted a policy. Forwarding from a clerk toward someone who never opted in is a warm introduction with extra fields. The clerk is the institution the four-router diagnosis said could not carry cross-domain signals.

A passport of artifacts, routing outcomes, and attestations is empty on arrival. Portable institutionality does not give the first packet a record. The first routing still needs a stake on a packet with no history.

A passport that starts empty helps the second packet. First contacts still need a blind stake or luck. The opening counts missed hires and missed corrections, which include first contacts. Reducing friction after a track record exists is a smaller product than the capacity sentence.

The Cochrane gap is used as a routing delay. The page says the signal became an institution with routing, maintenance, and authority. Those are three jobs. Twenty years without a systematic-review factory is compatible with the book already having reached a reader.

Deming's US delay is named as competitive pressure. The methods were known and not urgent. That is an incentive delay, which the page sets aside as not all of the coordination problem, then uses as a specimen of a missing correction path.

Faraday and Ramanujan are high-quality packets a named evaluator could check, plus access luck. The protocol does not manufacture quality. The cases existing routers are weakest on are early and illegible. Those two men are not that row.

Successful routing of an illegible packet is unnamed. Rewriting until quality is obvious converts the hard case into Faraday. Staking "worth three minutes" on work the router cannot yet evaluate is a sender or neighborhood guess — the social-graph router under a new header.

The thesis counts missed hires, collaborations, and corrections as civilizational capacity that never materializes. The mechanism only claims a bounded look, not truth or future success. A look that returns irrelevant does not materialize a hire. Routing without authority is inbox triage on the page's own stack. The capacity sentence is a full-stack claim billed as a router claim.

The decision rule asks whether expected mutual value beats attention, privacy, abuse, and routing cost. That quantity is why the four crude routers exist: nobody can compute it, so they use affiliation, money, graphs, and clicks. A staked "worth three minutes" is another proxy. Naming the quantity does not make it estimable at stake time.

Router stakes are reputation, money, and mandate — institution, money, and institution again. Making the claim explicit does not give leftover cases a fifth kind of stake. People who can afford to be routers are people the four routers already listen to.

Receipts route around sinks after someone has already been a router. Universal scores becoming status is named. The first generation of routers is still chosen by reputation, money, or mandate. Explicitness helps punish a careless vouch. It does not pick the first vouchers from outside the four routers.
