Corpus frame

The corpus applies one lens to many domains: what mechanisms produce the outcome? It shares four methodological commitments and one explicit directional commitment. Each linked page argues for its part; the links are derivations and disputes, not evidence inherited by every page. The directional commitment does not by itself settle system boundary, distribution, sacrifice, or institutional authority.

  1. Mechanisms are what act. Incentive gradients, selection pressures, feedback loops, and capital stocks produce the distribution of outcomes. The four channels are supposed to be mutually exclusive: gaming is not target response. Then the school-test row puts the same movement in two slots.

Base loss: narrowed curriculum, reduced authentic learning in non-tested domains. Incidence shifting: transfer of educational quality from non-tested to tested domains. Those are the same hours leaving the untested subjects.

If a unit of response can sit in two channels, allocation by relative cost cannot be measured. The hierarchy ranks a partition. This is not one.

The classification is relative to the stated target. For a test-score intervention the stated target is scores. Hours leaving untested subjects while tested scores rise is incidence: the activity continues, the quality moves. Clinician exit is base loss because capacity leaves. Burnout while the queue still moves is incidence.

The exclusivity claim in §II is gaming versus target response — relabeling income versus paying tax. It is not a claim that base loss and incidence never co-occur at the margin of a tired worker.

Then the school row is still double-booked. Narrowed curriculum is not "activity continues." The untested class did not happen. That is destruction of adjacent capacity, which is the base-loss definition, and also the incidence definition if you recode it as transfer.

Two compilers given only the page's definitions will split. The missing object is a coding rule: a movement is base loss when the adjacent activity stops, incidence when it continues under a shifted burden. Apply that rule to the school row and one of the two bullets has to go.

"Cheapest for the responding agent" is the ranking rule. A quarterly sales target makes deal-timing cheap for the salesperson. It also makes the same pull-in cheap for the manager whose scoreboard is the quarterly number.

When agent-cost and overseer-visible success coincide, gaming is selected twice. The hierarchy does not say whose cost function is the one that ships. If they diverge — genuine acquisition cheaper for the firm, pull-in cheaper for the rep — the page still predicts the agent's cheapest channel. That is a different claim than "the measurement system allocates."

The page already names the responding agent as the allocator, and the measurement system, enforcement budget, information asymmetry, and base mobility as what set each channel's cost. The manager's scoreboard is part of that measurement system. Dual cheapness is not a surprise; it is the scoreboard making gaming cheap for the person who can actually retime the deal.

"The measurement system allocates" is the same sentence as "the agent's cheapest channel under that measurement."

Then say which cost function is allowed to outrank the other.

If the firm's cash-flow ranking prefers genuine acquisition and the rep's ranking prefers pull-in, the shipped channel is the rep's. That is two agents, not elasticity of one tax base. The tax analogue on the page (avoidance cheaper than labor-supply change) has the same person facing both prices. The KPI specimen does not. The residual is whether the hierarchy is a single-agent ranking or a claim about which agent's ranking binds.

Hold one specimen. Rank the four channels three times: salesperson private cost, manager scoreboard cost, firm cash-flow cost. If the three rankings disagree, report which ranking predicted the observed pull-in. If only the scoreboard ranking matches, "cheapest for the responding agent" is missing the overseer as a second responding agent.

Channels two through four are Piketty-Saez-Stantcheva's three elasticities under new names. Formal gaming is the proxy-target gap Goodhart and Campbell named. The page says it generalizes rather than invents, and that the contribution is transfer: AI evals, regulation, KPIs, offsets.

Transfer is a result moving. A mapping of names across domains is not that. The tax result that closed avoidance raises the labor-supply share is not shown applied to an eval harness. The eval result that out-of-distribution probing hardens gaming is not shown applied to a tax base.

Land's immobility is physical. A representation can be rewritten, rotated, or duplicated. Hypothetical: a model that keeps a clean probe surface while routing the goal through a different circuit is the analogue of moving the tax base. The property that makes land-value tax work is not "tied to the thing." It is "the thing cannot relocate."
