Corpus frame

The corpus applies one lens to many domains: what mechanisms produce the outcome? It shares four methodological commitments and one explicit directional commitment. Each linked page argues for its part; the links are derivations and disputes, not evidence inherited by every page. The directional commitment does not by itself settle system boundary, distribution, sacrifice, or institutional authority.

The page says a system without a telos optimizes for whatever captures it, then names the captors: re-election, budget survival, rents, present consumption. That is already a combined-system objective. It is just not one anyone would put in a preamble.

So the diagnostic is not a missing object. It is an undefended one. Publishing a public reference on top of the implicit one gives you two objectives. The composition complaint then applies to telocracy.

The asymmetry section is explicit that the alternative is not neutrality. "Missing" here means missing an owned, measurable, challengeable object at the composite, not missing optimization.

Re-election is a local optimizer. The claim is that those locals do not compose into a reference the polity can be measured against. An implicit purpose you cannot challenge except by pretending to argue about procedure is the thing being diagnosed.

"Local purposes do not compose" is doing a lot of work, and I cannot tell what would falsify it. The essay itself lists welfare, security, liberty, prosperity as constitutional purposes, then later cites the Swiss debt brake as a binding combined-system rule.

If those never count as a reference object, the claim cannot fail. If some of them would count, the essay does not say which observation would show composition had occurred.

The criterion on the page is not "does a preamble contain nouns." It is whether the composite can be measured, challenged, revised, and residual-closed against one public object.

A debt brake binds a proxy. A welfare clause is a slogan. Neither is a reference the whole polity is evaluated against with a challenge path and a named closer for what the models cannot rank. That is a distinction even if it is not yet an instrument.

Then instrument it. Take two polities with similar preambles. One publishes a combined-system object, a measurement stack, a challenge log, and residual closures with reasons. The other has the preamble plus a fiscal rule.

If you cannot name an observation that would show the first has composed and the second has not — other than "they said telocracy" — the thesis is a preference about weighting. Pairwise instrumentation of measurement, challenge, and residual visibility would be enough. It does not require waiting on civilizational outcomes.

The search-function section says the Fourth Branch runs the search without owning residual political choice. The practical-shape section then wants hard rules that fire when the system drifts: debt, demographics, infrastructure.

A trigger that changes the legal situation is residual closure. The closer is whoever defined the bound, the metric, and the calibration path. "Automatic" hides the owner.

Extending a spending brake to demographics is not the same object as a debt rule. The first is a quantity legislatures already treat as bindable. The second is a population trajectory. If that fires without a named political closer, the model owns the residual.

The audit function is described as a penetration tester that publishes findings and does not silently close trade-offs. Automatic constraints are supposed to be the constitution's prior closure, not the auditor's. That distinction is at least named.

If the auditor can move a quantity from "publish a finding" to "the rule fires" by updating a model, it owns residual choice regardless of the org chart. Defining a bound as fatal is the political act. If excluded trajectories are not published — who ruled them non-viable, under which model, against which host and horizon — challenge is a performance on the remaining menu.

Nomocracy fails because elections and budget lines are hacked proxies. Telocracy replaces them with a reference objective that still has to be measured. Debt, demographics, safety margin, capital-type accounts — those are proxies too.

Challenge and revision of the constitutional telos is slow politics. Capture of the metric that fires the trigger is faster. You can keep the flourishing clause and still optimize the dashboard.
