The paired anatomy is supposed to isolate routing. It does not.

Two fields moved: vehicle, and whether the artifact named an action the recipient's current process could take. The page then calls routing the most plausible binding difference.

Attach the workshop-or-pilot ask to a live grant, procurement, or method-intake vehicle. If it becomes receivable, vehicle was binding. If it still dies, native form and bounded demand were. On a live consultation of the pension-comment type, an unbounded manifesto from the same sender is the other cell: vehicle present, Layer B empty.
Until one of those cells exists, "routing" is the name of two missing fields at once.
