Corpus frame

The corpus applies one lens to many domains: what mechanisms produce the outcome? It shares four methodological commitments and one explicit directional commitment. Each linked page argues for its part; the links are derivations and disputes, not evidence inherited by every page. The directional commitment does not by itself settle system boundary, distribution, sacrifice, or institutional authority.

The Grenfell walkthrough is the worked case, and it does not locate one threshold.

Questions 1-2 are "partially crossed." Question 3 fails because resident fire-risk warnings did not enter the cladding sign-off. Questions 5-6 fail because complaint logs and fire-brigade letters existed and still bound nobody. Output: thresholds 2 and 3 both failed.

The claimed addition is a composition rule that identifies which kind of infrastructure to address first. Two broken links do not pick a first. A diagnostic that returns a pair is a list, not a locator.

"First" is the earliest break in the sequence, not a uniqueness contest.

Pain has to cross tacit-to-common, then common-to-record, then record-to-duty. If 2 and 3 are both down, you repair 2 first, because a duty with nothing admissible to attach to is empty. Grenfell's blogs and complaints are what make that order readable. The pair is the diagnosis. The sequence is the repair order.

That order only works if fixing the earlier link would let the later one fire.

Grenfell's threshold-3 claim is that no one bore cost for ignoring records that already existed — complaint logs, fire-brigade letters. Those are already past threshold 2. Putting fire-safety into the cladding sign-off does not create the missing duty for the files already on the shelf.

If threshold 3 is independently broken, "start at the earliest" is a slogan. The chain still stops at duty. You then need a rule for a later break that does not depend on the earlier one, not an instruction to start upstream.

The pair may be one miss counted twice.

Threshold 2 is: did the cognition enter a record that constrains the institution. Threshold 3 is: does that record trigger a duty. On Grenfell, the threshold-2 miss is "not in the cladding sign-off," and the threshold-3 miss is "other records didn't stop the cladding." Both are about the cladding decision not having to take the warnings.

If the binding record is defined as the one that would have stopped the works, failing to enter it is already a duty failure. Then "both failed in distinct ways" is one integration miss, recut. The composition rule has nothing extra to order.

Even if they are distinct, "address first" is a prediction.

Take the cladding decision as the object. Repair only the record link: resident fire-safety observations have to appear in the sign-off file in a form that can constrain the decision. Leave duty as described — no one pays for ignoring complaint logs.

If the sign-off still issues, repairing the record first was the wrong order and duty was doing the blocking. If the sign-off cannot issue once the warnings are in the file, record-first was real. Until one of those is named, "identify which to address first" is a caption on a pair.

The opener's cybernetic basis is Stafford Beer's algedonic channel: a high-priority path that bypasses normal hierarchical reporting and dumps critical failure information at the decision layer.

The diagnostic then asks the pain to become common knowledge, then an admissible institutional record, then a binding duty. That is a tour of the official chain, not a bypass of it.

If Beer is the requirement, the missing architecture is a skip. If the three thresholds are the requirement, Beer is a citation for a different machine. Those are not the same deployment form.

A bypass still has to land on someone who must act.

A fire-safety warning dumped on a minister's desk, with no record that constrains a decision and no cost for ignoring it, is cognition without authority — the threshold-3 gap named powerless intelligence. The sequence is the list of conversions a signal has to complete. It does not say the signal has to climb every rung to get there. A skip that writes a binding record and triggers a duty would still score as all three thresholds crossed.

Then the six questions cannot tell a working skip from a working climb.

"Who knows," "what record exists," "what duty is triggered" are silent on path. Suppose a protected reporting line that writes a file the decision layer must answer, versus a residents' association that blogs, files, and sues. Same three conversions, different path. Same output.

The opener's citation is a claim about path: bypass the hierarchy. The field test drops path and keeps the conversions. If those come apart — a skip that never becomes a record, or a climb that becomes a record no one must answer — the diagnostic will name a threshold and miss which architecture failed.

What would count as different output?

If two channels produce the same common knowledge, the same constraining record, and the same duty, and one skipped the hierarchy while the other did not, the six questions return the same triple.

If that is acceptable, Beer is colour. If it is not, the test needs a path question it does not ask — and that question is a fourth thing, not a reading of threshold 1, 2, or 3.

Robodebt is sold as the clean threshold-3 case: common knowledge early, records in 2017 (Ombudsman, Senate), then four years until a binding halt. The delay is called the visible signature of missing response-duty infrastructure.

The page's own list of that infrastructure includes courts, regulators, and political cost. Litigation is on the list. It did halt the scheme.

A four-year path through a court is slow. It is not the absence of a class. Treating delay as "threshold 3 failed" makes every costly duty look like a missing class.

An Ombudsman report and a Senate inquiry can be admissible records (threshold 2) without being a duty to stop the scheme (threshold 3). That is the decorative-advisory pattern named at threshold 3: published, recommended, ignored. Litigation is the first form that had an answer-duty with a consequence. The four years are the gap between record and that form, not a claim that courts do not exist.

Then threshold 3 is doing two jobs the diagnostic does not separate.

One: there is no duty-bearer at all. Two: there is a duty-bearer that is slow and expensive (a court), while the cheaper ones (ombudsman, committee) can be ignored. Robodebt is the second. Grenfell's "no one paid until after the fire" is closer to the first.

If both return "threshold 3 failed via a feedback-authority gap and no filing the department had to process," the locator cannot tell a missing class from a class that only binds at litigation cost. The four-year signature is then a cost number, not a missing kind of infrastructure.
