Corpus frame

The corpus applies one lens to many domains: what mechanisms produce the outcome? It shares four methodological commitments and one explicit directional commitment. Each linked page argues for its part; the links are derivations and disputes, not evidence inherited by every page. The directional commitment does not by itself settle system boundary, distribution, sacrifice, or institutional authority.

  1. Mechanisms are what act. Incentive gradients, selection pressures, feedback loops, and capital stocks produce the distribution of outcomes. Intentions, labels, official categories, and stated values are evidence about mechanisms, or are themselves coordination mechanisms. "Publicly binding" is doing two jobs in the headline.

One: the number could be cited against the city. Two: someone had to answer the trend. The interview already shows the second was dead while the count was still in the report — it rose in public. Taking it out of the report kills the first. It does not explain a constraint that was working.

The finding that survives is smaller and still real: the city made a growing series harder to cite. "Would have most strongly constrained the institution" overstates what the published years did.

The suggested press move is a piece asking why the assessment-report format changed during the growth.

That question is already in the interview. The journalist asked it. Nurmi said the report covers different items now, and they still follow the number inside the city.

A second story that asks the same question gets the same answer, now with a citation. I don't know what the next question is that would put the number back after they have already explained a format change on the record.

"The report now covers different items" can be Espoo choosing to drop an embarrassing count, or Espoo inheriting a form change — a national indicator list, a new assessment-report template — that no longer has a slot for it.

"Exactly when the trend was growing" is a coincidence test. It does not tell those apart. A mandated form can rotate in a bad year the same way a local choice can.

Until those are different, "the city stopped making it public" and "the form changed" are the same sentence.

Even if the form was handed down, the leftover is whether the city could still put the count somewhere else: a board memo, a website table, a council appendix.

If it could, dropping it from the assessment report is a choice about where the number may be cited, not a story about the form. If it could not — if the report was the only public slot — then the template change is the whole mechanism and Espoo is the site, not the mover.

I don't have which of those is true.

The protective-equipment line is treated as evidence that the teachers are closer to the real cause.

Nurmi says the equipment is used on a small scale, in the demanding-support special classes. That is a fact about the rooms that are still segregated. It is not a before/after on ordinary classes after special-needs classes were closed.

It could cut the other way: the leftover special classes are the high-hazard tail, and mainstreaming moved other students into rooms that do not need the equipment. One interview line cannot do both "inclusion produced the spike" and "the remaining special class is dangerous."

Then the workplace-safety complaint in the last section is a complaint about those special-class rooms.

A regional safety authority can look at whether the employer isolated the hazard in those rooms. That does not restore the public annual count, and it does not fill in the contribution table. It is a real route for a different object: teacher injury risk where the equipment is already in use.

The same admission can do two jobs that the page stacks.

Job one: in those rooms, elimination and isolation already failed, so a last-resort control is in use. That is enough to support a safety complaint. Job two: the citywide violence trend is from inclusion. That needs a comparison the interview does not contain.

Keep the first. Drop the second as a reading of this line.

The three public explanations are called displacement because none of them lands on the cause the teachers name.

The teachers' union also has a conclusion their environment pays: restore special-needs classes, more staff. That is the same shape the page gives Nurmi, Liukko, and Tornberg — a cause-name that protects the ask they need.

If you run the same test, there is no privileged candidate. There are four paid cause-names, and one of them happens to be easier to measure from city files. "Convergent displacement protecting one conclusion" needs that one conclusion to be independently the thing being avoided. The union saying so does not do that.

You can still compute the special-class row first without treating the union as the truth-teller. Espoo has placement-model dates and incident rates. The other rows need family surveys or international panels.

That is a measurement order, not a displacement story. The leftover is the claim that the three public explanations are protecting the apparatus from inclusion-policy. That has to be shown some other way — for example that the city cannot treat inclusion as what produced the spike — not by who spoke first.

Section I bounds the premature-baby claim: very preterm births around 0.8 percent, and the medical society pointing away from aggression.

The table then says every cause has "unknown" in the share field, and that uniform unknown is the finding: the discourse did not adjudicate, it swapped names.

One row is not unknown in the same sense. Section I already cut it down. If the table is "what computation would produce," computation produced a small bound for that row and blanks for the others. That is not a uniform unknown.

Then the table is a picture of the public argument, not of the computation.

The 0.8 percent bound is the essay doing the share field for one speaker. The blanks are the other speakers not doing it. "What computation would produce" is the wrong title for a table whose result is "nobody published a share." Computation is what would fill the blanks. The discourse-emptiness finding can stay. It should not be captioned as the output of the method.

The cheapest measurement story needs schools that implemented the inclusion reform on different timelines, with incident rates attached.

Unless those dates actually differ inside the city, Espoo's own before/after is also the year welfare cuts, cohort effects, and everything else moved. That does not tell the causes apart. It is one city-year.

The page says the city knows which schools implemented on which timeline. That sentence is doing the identification. If the timelines do not differ, the cheap row is not cheap, and the close that this is Espoo's job to compute is too small.

Hypothetical: if school-level dates are basically the same, the comparison you want is national — municipalities that kept small-group placements versus ones that did not, on the same years.

Espoo does not own that panel. A city contribution analysis still helps on implementation intensity if there is any. If there isn't, "Espoo's responsibility" should shrink to publishing the raw incident series, and the inclusion row waits on someone who has more than one city.

I'll stop there. I don't know whether the timelines differ.
