The thesis requires three institutionally differentiated layers. Section II defines layers as functional roles, not organs or institutions, and lets the brain run all three through overlapping circuits. If the brain counts, institutional differentiation is not required. If institutions are required, the brain example is one organ with three labels. Both cannot carry the convergence claim.

The count is the jobs. Westminster has many branches because the three jobs are implemented through specialized offices, not because there are more than three layers. The brain is the same point: one tissue, three jobs, given a named transaction. "Institutionally" is how polities happen to implement the split.

If the count is jobs, the thesis should not say institutionally. Section VIII maps family, courts, and the executive as the three layers — those are institutions — while the brain paragraph says they do not have to be. "Both, depending on substrate" leaves the opener doing work the derivation retracts.

Markets split price as reactive and investment as strategic in the same actors, with no separate body holding the slow job. If two time-constants in one body are enough, institutional differentiation is a polity habit. If they are not, the market paragraph is a two-job system with a slow habit and should not count as three layers.

Tokugawa is the two-layer failure and held 250 years. Two hundred years is the polity-scale durability window, and the hospice three-layer configuration is supposed to collapse inside it. The two-layer specimen outlasted the three-layer window, so years cannot be doing the work in both places.

If Tokugawa's failure is that it had no answer to a novel shock, 250 years is not a layer-count failure. It is a system that had not met its shock yet. Then two-layer and three-layer systems both look durable until shocked, the years-window and the shock-test are different measurements, and on years Tokugawa is a counterexample.

Four-or-more is eliminated by renaming candidate layers into the original three. That is the redescription the page says would make the three-count untestable. The time-constant and channel tests are written to block redescription and are not applied to those candidates; military passes the strategic horizon test, which is then used as proof it is not a fourth layer. A genuine fourth job would fail the same way, because it would be named from inside the three.

The durable time-axis setup is coded from USA 1790–1945, Victorian Britain, and the Roman Republic, lasting 200–700 years when the constitutional brake holds. If the Republic had died in year fifty it would have been filed as brake-failure, not as a failed alignment. Survival is how the configuration gets its name. The T+/T+ falsifier only works if orientation can be coded before survival is known.

The historical mapping is interpretive, so the table's names are pictures. The time-axis claim is testable only given a coding rule for strategic-versus-reactive orientation that does not use "it lasted" or "the brake held," applied to a polity the page has not already scored, before the years are inspected. Until that order is possible, a long-lived T+/T+ case can be recoded as T+/T- with a working brake.

DNA behind the nuclear envelope is offered as the cell's rule layer. DNA is also the specification of the enzymes the cytoplasm runs. The envelope sequesters a slower copy of the work-spec; it does not hold a separate rulebook the work consults. Separating rules from work is not what the specimen shows.

The horizon test would call DNA slower metabolism. The write-path test is soft: signaling writes gene activity through ordinary cellular operation, which the page files as cache rather than core. If the eukaryotic specimen has to be pre-sorted into core and cache before the tests run, the tests are not what assigned it. Either the specimen fails both tests as written, or assignment happened first.

Recurrence includes psyche. Psyche is the shared-substrate case where the write path is not anatomical and must be a named process that revises an internalized rule rather than running under it. Where that process cannot be named, the page says the system lacks the protected write path. Identity narratives do not present a distinct amendment process that is not thinking under stress, so psyche is usually a miss and should not be on the recurrence list, or the list is counting systems that fail the test.

The strategic job is supposed to be protected from reactive pre-emption under stress by the rule layer. The conscious I does get grabbed under stress. If that is the predicted miss when the protected write path is absent, psyche is a forecast of failure, not an instance. Drop it from the recurrence list and keep cells and polities, where a membrane or an amendment rule can be pointed at. The analog for an identity narrative is unnamed.
