Section II says the opposite: the ecology is not a stock. Treating it as one is the error that section exists to correct. It is the selection process that builds and consumes stocks.

Those are different objects. A ledger of stocks is not a ledger of the process that moves them. I can't tell which object this page wants booked.

Read the box as a slip. The rows are trust, legitimacy, cohesion, and prediction skill. The ecology is how those rows get filled. The ledger is for the rows.

Then the box should not call the ecology a stock. The last paragraph does it again: the ecology "needs a ledger" the way the stocks do. The stocks need a ledger. The process does not have a cell.

If the ecology is a process, a stock ledger does not show it.

Trust can fall because of a war, a bank run, or a value-package that punishes truth-telling. The balance sheet looks the same. The page says you can see the damage if you have a balance sheet. That only works if the damage has no other causes.

I don't know what would count as seeing the ecology rather than seeing the stocks. That's the leftover if the box is a slip.

The examples in IV are: this law said homelessness down 30%, it is up 12%; this policy said more innovation, patents and startups are down; this reform said more trust, measured trust fell.

Those score a statute against its own promise.

The thesis and VII score a value ecology against civilizational stocks. A housing law can hit its target while cohesion falls. A law can miss its target while the stocks are fine.

Those are two jobs. The examples only do the first.

Then the governor as written is a policy auditor: did the bill do what it said.

An ecology finding would have to name which value-packages are eating which stocks — not whether a statute missed a number it wrote down. This page never shows that finding. It shows a missed homelessness target and calls that the civilizational equivalent of a steam governor.

Section IV then puts trust, legitimacy, cohesion, and prediction accuracy into a published correct-or-explain loop.

Those measures are the values, written as numbers. Putting them in the loop is the thing III says not to do. The leftover is why a trust survey or a prediction score would not become the new thing to game.

Once a finding says "measured trust declined, correct or explain," the number is the target. Patents, startup counts, survey trust — those are what you move. Electoral packages already select for what spreads. A spreadsheet of those proxies is the same selection with better letterhead.

The mechanical correction in the analogy is not a press conference about a proxy.

Section V answers weighting twice.

First: don't exchange trust for roads. Triage. If something is near failure, fix that. Unresolved leftovers go to politics.

Then: most of those leftovers are fake. Over a generation, starving trust or starving innovation kills both.

If the second is true, you don't need politics to close tradeoffs. If it isn't, triage is only for emergencies — V already calls it that, not a general solution. The illusion sentence is doing extra work.

I'll take triage. If a stock is at the failure line, you don't need an exchange rate.

I stop at the illusion. This decade you can still fund one and starve the other. Both dying in a century if you starve either does not make this year's allocation fake. Seeing that as an illusion already assumes the long-horizon goal the page says stays optional.

That's a hole. I'm not asking for a trial of it.

VII: publishing "this policy missed its own goal" changes what spreads. Truth-tracking values gain; values that need opacity lose.

III: identity-protective packages bounce counter-evidence before it is evaluated. The replicator lasts. The host may not.

The published miss is the counter-evidence. Those two stories are both on the page. They don't fit.

Then the ledger is another flag. Groups that already treat measurement as an attack will treat the finding as an attack. Fitness of the immune story goes up, not fitness of truth-tracking.

I don't know the cut. A miss the ecology already wanted would look like cultivation and would just be politics using a chart. A miss the ecology treats as betrayal would look like III and would not change what spreads.

Until those come apart, "the governor shapes the soil" is the same as "publish the number and hope." I'll leave it there.
