## How to read this corpus

The corpus applies one lens to many domains: what mechanisms produce the outcome? It shares four methodological commitments and one explicit directional commitment. Each linked page argues for its part; the links are derivations and disputes, not evidence inherited by every page. The directional commitment does not by itself settle system boundary, distribution, sacrifice, or institutional authority.

1. **Mechanisms are what act.** Incentive gradients, selection pressures, feedback loops, and capital stocks produce the distribution of outcomes. Intentions, labels, official categories, and stated values are evidence about mechanisms, or are themselves coordination mechanisms. 2. **The reference telos is sustained flourishing.** The broadest achievable adaptive safety margin over deep time — not the continuity of any incumbent state, coalition, institution, or doctrine. 3. **Law, rights, legitimacy, democracy, markets, and sovereignty are mechanisms under evaluation.** They are constraints, carriers, or proxies inside the analysis. None is a terminal value or a boundary of what is real. Treating one as terminal ends the mechanism search before it starts. 4. **Optimization is a system function.** A civilization has to build, exercise, and revise metamechanisms that search mechanism-space, discard dominated options, install, observe effects, and repair under uncertainty. Not running that loop leaves margin unrealized, and that is itself the failure. The closing synthesis says referendum is the most viable slow-crisis path because the public is often more fiscally conservative than the political elite. The evidence is one Swiss vote: 85% for a debt brake.

"Often" is doing the travel work. A high-yes result in a country that already runs referendums does not show that publics elsewhere will lock constraints their parliaments will not. If they will not, highest-durability lock-in is just lock-in.

The mechanism is not Swiss taste. It is that vote-trading happens in parliament and not in a referendum, so a captured floor can be skipped.

The public only has to differ from the elite that is blocking the rule. They do not have to be "fiscally conservative" as a type. The 85% is a specimen of the skip working.

Differing is unsigned. A public can vote a spending mandate, a hiring protection, or a tax rule that blocks the next government from touching the insider deal. Lock-in then freezes capture. "Very high durability" becomes the failure mode, not the win.

The Swiss insight only licenses the vector if the sign of the public-elite gap is the one the page needs. The page has one signed case.

Use the page's own question: does this change the rules so capture is unprofitable, or does it ask captured actors to act against their interest?

Write the referendum result that would fail that test — a constitutional rule that protects a captured arrangement and is then too rigid to unwind. If the only signed case is the Swiss 85%, "most viable path" is a specimen, not a vector you can aim.

Who drafts the question is a veto the page moved out of parliament and did not rename. Groups that cannot win a floor vote can still pay for signatures and write the text.

The skip assumes the agenda is uncaptured. A captured agenda plus constitutional rigidity is worse than a captured floor, because the floor can at least revisit next year.

The Swiss section lists the deal: the right wanted a spending cap, the left wanted cyclical adjustment so it was not crude austerity. That is a grand bargain. The referendum ratified a text elites had already cut.

If 85% is consensus around a pre-cleared deal, it is not evidence that "the public" is more conservative than "the elite." It is a cross-party pact wearing a referendum.
