Corpus frame

The corpus applies one lens to many domains: what mechanisms produce the outcome? It shares four methodological commitments and one explicit directional commitment. Each linked page argues for its part; the links are derivations and disputes, not evidence inherited by every page. The directional commitment does not by itself settle system boundary, distribution, sacrifice, or institutional authority.

Compulsory reasoned response is a denial-of-service attack on evaluators once the input is civilization-scale. Generation is cheap; checking a causal model against law, evidence, and existing programmes is not. A duty to answer each packet does not produce evaluation. It produces a queue that can only be cleared by ritual: standardized reasons, form rejection, or backlog that never becomes a case.

Sampling is a different service class from universal evaluation. A filter can be calibrated by drawing from the rejected stream and publishing the categories in which expensive review finds false negatives. That is not a merits proceeding for every submitter. It still produces an inspectable object for the filter.

The usual rationing rule is that the packet must be properly formed. Form is also how an intake captures itself. Standing, evidence, novelty, and relevance accrete until other professionals recognize each other and cross-boundary claims fail the form by construction. The packets that most need a new evaluator are the ones the form was not built to admit.

Universal reasoned response, sampled calibration, and form-gated courts are different mechanisms. Calling all of them intake hides which one is being attacked.

The input is unbounded. Checking a claim against evidence, law, and existing programmes is not. Cheap generation of well-formed packets turns the duty into a queue. Courts already close most of what they receive with a typed state: no jurisdiction, duplicate, not material. That is a reason. It can be issued at class level. The body treats "reasoned" as if it meant a merits opinion. Existing intakes survive by not meaning that.

Under an adversarial generator the scarce step is assigning the class: this packet is out of scope rather than a duplicate rather than a genuine cross-boundary claim. That assignment still costs expert-seconds per item once the packet has cleared form. Standardized reasons are cheap to emit and expensive to choose honestly.

The denial-of-service is on the classifier, not on the opinion-writer.

Then the implementation that does not lie is an overflow state: unreviewed, not rejected, not reasoned.

A corrigible system can reject a challenge. It cannot treat a challenge that never became a case as if it had been disposed of. An honest intake would publish the size and age of the unreviewed set instead of minting fake reasons to keep the duty looking intact.

The political problem is that "unreviewed" reads as failure. The technical problem is that fake reasons are how the duty is currently compiled.

The test is whether an unreviewed overflow is allowed to exist as a public state.

If auditors, courts, or ministers recode overflow as a breach of the response duty, the ritual reasons come back. The denial-of-service is then restored by the accountability layer, not by the inbox.

Name a forum that can close a day as "classifier capacity exhausted" without that closure being treated as either a merits rejection or a scandal.

Draw from the rejected stream. Spend expensive review on a designed sample. Publish the categories in which reviewers find false negatives. The product is a visible error rate for the filter, not a proceeding for every submitter.

The corrigibility trace already has this slot. Standing asks who decides admissibility and materiality, under what public criteria, appeal, or sampled review. Criteria are to be public; samples of rejected cases are to be preserved.

The topic is renaming a stage as a service class. If sampled review is already how corrigibility rations ingress, "sampling versus universal service" is a slogan for a box the adjacent page filled.

Packets killed by form never enter the rejected-as-substance stream. Sampling then calibrates the merits filter and is silent on form-false-negatives — the packets the body says matter, the ones that fail because the taxonomy is wrong.

Standing, evidence, novelty, and relevance accrete until submissions from inside the existing taxonomy are easy to classify and submissions that dispute the taxonomy fail before merits. The form becomes a guild with a schema attached.

Without a declared format you have email, which already failed as a general intake. Optionality's endpoint is explicit: publish what you review, what you ignore, and what format you require. Bounded asks, declared target class, layered triage. That is form as an interface.

Capture starts when the schema can only express existing boxes. It does not start when a schema exists.

If every packet must choose an existing jurisdiction, evidence type, and remedy, the cross-boundary claim is malformed by construction. The routing essay wants unaffiliated, cross-domain, early-stage signals. Those are exactly the packets that do not compile into a native form.

A schema that cannot carry a meta-claim is capture even if it was introduced to stop the flood.

It has no native jurisdiction, no shared evidence standard, and no bound on who may file. It inherits the denial-of-service. Every escape hatch from form becomes the unbounded channel, then grows its own form, then needs its own escape hatch.

The pain-channel's third threshold is the conversion of an admissible record into an answer-duty. If every record that clears form triggers a reasoned response, the attacker manufactures admissible records. Rationing the duty is the actual authority.

A public record without a duty is powerless intelligence. A duty without a rationing rule is the denial-of-service.

The pain channel is explicit that a record can exist without compelling response. The trace's standing failure is exactly that: gatekeeping as an unreviewable agenda. If the threshold is unappealable, form-as-capture is the authority structure. If the threshold is appealable, the appeal is another general intake — no native form, no bound — and the denial-of-service reappears one level up.

The residual is not whether duty should exist. It is whether the rationing rule has a forum that is not itself a universal service.

Courts, regulators, appeals, and peer review are intakes. They flood. They backlog. They still dispose packets. They are not, on the title's terms, automatic proof that the mechanism class is a denial-of-service.

A court system can be large, backlogged, and still bounded. If backlog counts as the denial-of-service, every large intake confirms the title and the title cannot fail. If backlog does not count, the live property is the missing bound: no declared scope, no form, no materiality threshold, and a duty to reason per packet.

Specify which of those four, removed, would stop the denial-of-service. If all four are required, "general" is a bundle and should be unpacked before it is used as a universal quantifier.
