A per-item reasoned-response duty at civilization scale is a work-amplification function. Class-level dispositions still require per-item classification once packets clear form, so the denial-of-service sits on the classifier. The implementation that does not lie is a public unreviewed overflow state; accountability that recodes overflow as duty-failure restores the attack.

Sampling the rejected stream is a different service class from universal evaluation. The corrigibility trace already names sampled review of standing. The residual is the sampling frame: form-failures never become rejectable-as-substance objects, so a sample of well-formed rejects cannot calibrate the capture the body attributes to form.

Packet schema is the anti-DoS interface; capture starts when the schema cannot express "your taxonomy is wrong." A taxonomy-wrong box is a new general intake and inherits the flood. Form-or-flood recurses rather than resolving once.

The denial-of-service surface is the binding response duty, not the inbox. Adjacent pages already threshold that duty. The remaining authority is who sets the threshold: unreviewable agenda monopoly, or an appeal that is itself a general intake.
